I.M.S. was founded by Leon and Teresa Shearer in the fall of 2002. Having previously founded Living Waters Fellowship in Coronado, California in 1986, and serving as senior pastors there for sixteen years, the Shearers felt that it was God’s timing to turn over the church to their assistant pastors, Gary and Penny Boggs, and pursue the next step of their calling. To those who know them, it came as no surprise that this new step would include their hearts’ passion: missions and the training of leadership. |

| Leon and Teresa had been first introduced to Jesus in 1976 by a missionary named Duane Kershner. Their first church experience was at a retreat center which was started by a former missionary and there they were often exposed to missionary speakers from many parts of the world. When they desired further training for ministry, the missions vision that had been planted from the beginning steered them towards a Bible School that was very missions centered as well. After Bible School, they served as missionaries in two states of Mexico for over three and a half years. After returning to the United States, they started Living Waters Fellowship which became a very strong missions oriented church under their leadership, both in sending out and adopting missionaries in several places in Mexico as well as the Philippines, Malaysia and India. During the course of their many years associated with missions, their hearts often ached at the lack of training and support for those serving on foreign fields. They saw third world pastors struggling with little or no training or resource materials and they witnessed both missionaries and pastors suffering and in isolation with few who could counsel them as peers. Out of these experiences, I.M.S. was conceived. Leon and Teresa are based in Rancho Mirage, California, when they are not traveling abroad with missions ministry. Their daughter, Leah, a college student and office manager for a local realty company, lives with them. Their son, Luke, lives in San Diego, California, and serves on staff at Canyon View Christian Fellowship as the Creative Arts Director. As a part of their personal commitment to be lifelong learners and in an effort to discover and develop new tools to teach, encourage and support the missionaries they love and serve, Leon is a student at Fuller Theological Seminary pursuing a Masters Degree in Global Leadership.
